《2023年高等教育教學與學習支援專業標準框架》（PSF 2023）為所有參與高等教育教學與學習支援工作的人士，提供了一套全面的專業標準與指引。 個人可運用《PSF 2023》規劃自身發展並證明其教學實踐，以獲得專業認可；各院校可將其作為初始及持續專業發展與認證計畫的基礎；而在國家層面，則可藉此提升教學品質並表彰成功案例。
《2023年高等教育標準框架》（PSF 2023）承認高等教育運作所處的本地及全球背景極為多元，並認可各種有助於實現高品質學習的實踐方式與角色。
PSF 描述符
PSF 描述詞（PSF，第 6 頁）是一組準則陳述（以下簡稱描述 ）。這些準則界定了四大實踐類別的關鍵特徵。
各「描述 在納入各項維度的描述 達成該維度所需的實踐範圍，亦肯定了從事教學及／或學習支援工作的專業人員所承擔的多元實踐與角色。每項「描述 引言及三項標準陳述。
該框架的維度（PSF 2023，第4頁）由三組相互關聯的內容構成，每組包含五項專業價值觀、五種核心知識形式及五個活動領域：
- 專業價值觀（V1-5）：是所有形式的核心知識與活動領域的基石，亦是專業實踐的根基。
- 核心知識（K1-5）：以「專業價值觀」為指引，代表開展各項活動領域所需的核心知識形式。知識的形式多種多樣，彼此相互關聯，並受社群與情境的影響而形成。
- 活動領域（A1-5）：整合專業價值觀與核心知識的形式，展現支持有效實踐的關鍵活動。
